In recreation propose to ban keeping wild animals
In connection with the become frequent cases of attacks on humans by wild animals kept in captivity, member of the Public chamber of the Russian Federation, Deputy Chairman of the Central Council of all-Russian society of nature protection Bogdan Novarock sent a letter to the government of the Russian Federation with the request to develop regulations for the maintenance of wild and circus animals. As told “Izvestiya” in the government, this issue will be discussed at the meeting of the relevant agencies in July.
Letter OP member (“News”) was addressed to the Deputy Prime Minister Alexander Khloponin, who oversees the sphere of nature. The reason for the appeal was the tragedy that occurred at the recreation center in the Rostov region, where the bear is living in the living area, took five year old girl a hand. Novarock asked “to entrust to consider taking action on regulating the sanitary-veterinary and technical regulations for the safe keeping of wild and circus animals in captivity” to prevent such incidents.
According to the representative SNPS in Rossiiskie there are no rules, and the Federal law “On protection animals from brutal treatment” affects only a small part of the problem.
— Today anyone can buy a bear to put on the chain and fencing mesh netting, — explained Bogdan Novarock. — No this person will not be able to apply any measures of influence, because elementary there are no standards, no norms of sale and purchase of animals. I think we need to start from the beginning — with the adoption of the new Federal law, and already on its basis to develop the rules of keeping of wild and circus animals in captivity. It was made by us authorities last year in the public consultation, OP. Accordingly, we gave examples of high-profile events — the tragic cases that with some frequency again.
Member of the Public chamber also noted that to monitor compliance with these rules need a special service. Within 3 years of OP was proposed to resume the activities of the environmental police (formerly militia), which existed in the structure of the Ministry of internal Affairs and engaged in offences in the environmental field.
— Today, a similar service there, nobody leads the operational work, not bringing to justice the perpetrators, — said Novarock. — Even article “services that do not meet safety requirements”, in which a criminal case in the Rostov region, does not really apply here. Sitting bear in a cage. What services he provides? Or its owner? It is clear that this is done in some “entertainment” purposes to attract customers, but the service itself in this. It is therefore necessary to amend the criminal code, because such cases it is not spelled out. Most often, animal owners are held accountable for some minor articles and the severity of the punishment did not match the injury.
Members of the PC will conduct a second public hearing on this subject with representatives of agencies, which again will be the recommendations on the development and adoption of such a law.
Living areas and mini zoos at recreation centers in Russia. Thus, if a recreation has decided to create a mini-zoo, it needs to be certified, to prove that it is able to properly contain the animals. However, in our country it is considered an additional administrative barriers.
In recent years in different regions of Russia several tragic accidents have occurred in zoos. Animals that were in the cells, caused physical injuries to children when you try to feed them or take pictures.
Deputy Chairman of state Duma Committee on natural resources, environment and ecology, head of the working group on the law “About responsible treatment of animals” Maxim Shingarkin talked about two approaches to the question of keeping of wild animals discussed in the state Duma.
— Very often people become owners of abandoned animals who do not have skills for independent living, such as cubs, — the Deputy notes. Is the current law does not prohibit, as a return of such animal to the environment is not possible without risk to destroy the animal. Of course, in this case, the owner is solely responsible for its content and the safety of others. If the animal will harm anyone, today, according to the rule of law, the owner shall be criminally responsible for causing harm by negligence. For example, if the child injures a sheep. And in the case when a Federal law was adopted, it will be liable for the intentional infliction of harm. We can influence the owner in the first place a measure of responsibility.
The Deputy also explained that a special service will develop maintenance guidelines for a variety of animals (most likely, this service will be Veterinary supervision). For example, each sheltered a wild animal will be obliged to inform the service, to seek the rules of its content continue to be guided by them. Otherwise, pay a large fine. Specialists in process of receipt of relevant requests will develop rules for all possible cases.
